​MILITARY AND OVERSEAS VOTING


Your right to vote continues, even if you are stationed away from Kitsap County or are an American citizen overseas. You are not required to notify Kitsap County or the State of Washington of your overseas or military status, unless your address or military status changes. If nothing changes, we will continue to send you ballots according to your preference. 

This page provides information and important links for you to use to make sure you are able to exercise your rights. 

Ballots are sent to military and overseas voters 45 days before every primary and general election and 30 days before special elections. You may receive and return your ballot by mail, email or by depositing it in one of the many Ballot Drop Boxes located throughout the county. Voters who need to vote early on a one-time basis can receive a ballot up to 90 days before an election.

Voter Registration Requirements and Deadlines

To register to vote in Washington, you must be:

  • A citizen of the United States
  • A legal resident of the state of Washington
  • 18 years of age by the next election  (Are you 16 or 17? If so, see Future Voter info)
  • Not under the authority of the Department of Corrections for a Washington felony conviction
  • Not disqualified from voting due to a court order

Registration Deadlines 

​Military and overseas voters may register to vote in Washington until 8 p.m. on Election Day.


Military/Overseas Email Ballot Request

Active duty military members, their dependents and overseas citizens may request to receive ballots by email. Email ballots are sent 30 days prior to special elections and 45 days before the Primary and General Election. You must have access to a printer. Ballots with signed declarations returned by fax or email must be received no later than 8:00 p.m. on election day.  All military and overseas ballots returned by postal mail must be signed as of election day and received by the County Auditor the day prior to certification of the Election. Early Ballot Request

Early Ballot Request - Submit no earlier than 90 days before a Primary or General Election. This ballot may be a write-in ballot containing only those contests known at the time and may be incomplete if requested more than 45 days prior to an election. You will also be sent your regularly issued ballot and may choose to vote it. If both types of ballots are voted and received in time to be valid, the regularly issued ballot will be counted and the special ballot will be rejected. Your voted ballot must be postmarked no later than the date of the election or it will not be counted.
