Consolidated Annual Performance and Evaluation Report (CAPER)

The Kitsap County Community Development Block Grant (CDBG) and HOME Investment Partnerships program (HOME) has completed the 2024 Annual Performance Report to account for progress made in meeting goals and priorities identified in its current Consolidated Plan. This report, prepared for the Department of Housing and Urban Development (HUD), includes a summary of activities that received CDBG and/or HOME funding during the 2024 grant period, January 1, 2024 – December 31, 2024.

Community Development Block Grant - Coronavirus (CDBG-CV) Close-out

Community Development Block Grant-Coronavirus (CDBG-CV) funds were provided by the U.S. Department of Housing and Urban Development (HUD) to Kitsap County as a local CDBG entitlement community and through the Washington State Department of Commerce with the goal to prepare, prevent, and respond to the Coronavirus Pandemic. These funds were targeted to benefit primarily low to moderate income individuals. Kitsap County has opened a written public comment period on the use of the funds through noon on February 24, 2025. 

The close-out public hearing scheduled for February 24, 2025 with the Board of County Commissioners is rescheduled to March 10, 2025 at 5:30p. Affordable Housing Report

Kitsap County and the City of Bremerton partnered to have a study completed by ECONorthwest to better understand housing affordability issues. The report, published in March 2020 includes key findings and recommendations to encourage and support the development of more housing to meet residents’ needs.
