PURPOSE
The Non-Motorized Facilities Community Advisory Committee (NMFC) is established to advise the Board of County Commissioners and staff on matters related to non-motorized transportation and shall have the opportunity to contribute to the County's planning processes related to non-motorized transportation.
The County adopted a Non-Motorized Facility Plan in 2013 to establish goals and policies for providing non-motorized facilities that provide connections between and within communities and supports recreational and tourism opportunities. With facilities designed primarily for pedestrians and bicyclists (paved shoulders, bike lanes, and shared-use paths and sidewalks), non-motorized transportation is a critical element of an integrated transportation system and increases mobility choices, relieves traffic congestion and improves the quality of life.
The Non-Motorized Facilities Plan strives to:
• Provide a region-wide vision for a connected system of off-road shared use paths and on-road
facilities (paved shoulders/bike lanes/shared lanes) and a process to prioritize such routes.
• Ensure facilities address the needs of multiple user groups (commuters, recreational bicyclists,
pedestrians, equestrian, tourism, paddlers, etc.)
• Encourage dialogue and more coordinated planning among neighboring counties, cities and local
• Enhance partnerships and increase communication among cities, and local agencies regarding the
implementation and operation (construction, maintenance, marketing, etc.) of non-motorized

The Non-Motorized Facilities Community Advisory Committee is composed of nine members appointed by the Board of County Commissioners and includes two members from each Commissioner District and three At-Large Representatives.

MEETINGS
The Non-Motorized Facilities Community Advisory Committee meets monthly (every third Tuesday) at 5:30 p.m. in the 3rd floor conference room of the Kitsap County Public Works Building, 507 Austin Ave., Port Orchard. Virtual option is available on Microsoft Teams. Please note: The primary attendance is in-person. On-line availability/quality is not guaranteed nor is it a condition/requirement for the meeting.
