Commissioner Fleischbein graduated from Olympic College, in Bremerton, with an Associate of Science, and then from Western Washington University, in Bellingham, with a Bachelor of Arts degree in Psychology.  She earned her Juris Doctorate from the Seattle University School of Law in Tacoma and then Seattle, Washington, in December 1999.  She was admitted to the Washington State Bar in 2000.

Prior to her judicial appointment, Commissioner Fleischbein worked in the private sector.  Before law school, she worked for 10-plus years for local defense contractors in support of various naval bases providing contract administration and financial management services.  She is a 1996 graduate of the Leadership Kitsap program.  Upon admission to the bar, she practiced in the private sector, providing traffic citation defense, and then in the areas of family, probate, and estate planning.  She began her career as an associate with the firm of MacDermid Liebert & Morgan, P.S. in 2000, later becoming a partner there in 2003, with the firm name being changed to Liebert Morgan & Fleischbein, P.S.  Upon the retirement of partner Morgan the end of 2009, she then started her own solo firm, the Law Office of Lynn K. Fleischbein, P.S., in 2010.  Commissioner Fleischbein's early judicial career began in 2015 when she began serving as judge pro tempore presiding over domestic relations settlement conferences for Kitsap County Superior Court. 

Commissioner Fleischbein has also been very active in her community.  She has served on the board of directors for each of the following organizations for the periods of time described:  the YWCA of Kitsap County for more than a year in the early 1990s; the Dispute Resolution Center of Kitsap County from March 2000 through February 2004; Kitsap Legal Services from March 2004 through January 2011; the Olympic College Foundation from August 2003 through June 2011; the Kitsap Humane Society from January 2004 through November 2012, and remaining as an emeritus board member since 2016; the Silverdale Dog Park from 2013 to 2014; Habitat for Humanity of Kitsap County from 2016 to 2020; and, the Kitsap Immigrant Assistance Center from 2017 to 2021. 

She was appointed by the Washington State Supreme Court to the Limited Licensed Legal Technician (LLLT) Board for two terms and was instrumental in developing the initial subject matter practice areas in which LLLTs are authorized to serve the public.  She has also been very active with the Board of Trustees for the Kitsap County Bar Association since 2015, including serving as treasurer from 2016 and then president, simultaneously, in 2019. 

Commissioner Fleischbein is the recipient of a 2010 Washington State Bar Association Local Hero Award for her work in her community.  The Kitsap County Bar Association also recognized Commissioner Fleischbein with the 2013 Humanitarian Award for her continuing efforts in her community, specifically the Kitsap Humane Society. 

Commissioner Fleischbein  was appointed as a part-time Court Commissioner by the Superior Court Judges effective August 1, 2023.
