Land Use and Development, Professional Consultants

​​​​​Kitsap County Code (KCC) authorizes DCD to keep a list of consultants qualified to prepare documents required for land segregations (KCC 16.04.180), zoning and land use review (KCC 17.100.090), timber harvest (KCC 18.16.210), and critical area review (KCC 19.100.170). 


As a resource to applicants, the department will maintain a list of arborists, habitat biologists, hydrogeologists, geological engineers, geologists, land surveyors, and wetlands scientists who, at the time of listing, are licensed in the state of Washington and meet the minimum qualifications of the Kitsap County Code to prepare certain documents required by this title. 

Prior to choosing a consultant, it is wise to obtain at least three proposals from professionals. When requesting service from a licensed professional, we recommend you verify they are familiar with Kitsap County codes, regulations, and permitting requirements.

​​Land Use and Development Consultant Questions

Before selecting a consultant to assist with your project, take time to ensure they are a good fit for your needs. The quality and responsiveness of your consultant can affect how smoothly and quickly your permit application is reviewed.


Consider asking potential consultants the following questions:

Responsiveness an​d timelines: Will the consultant respond to requests and provide updates within an agreed-upon timeframe, s to ensure your permit application is not jeopardized? Has an estimated schedule been clearly agreed upon with the consultant?

Availability during review: Will the consultant be available to respond to County questions or make revisions during the permit review process? The timeframes for consultant responses are as low as 30- or 60-days during review.

Familiarity with local regulations: Has the consultant worked on projects in Kitsap County, and does their work reflect an understanding of local code requirements and review processes? Will reports and plans meet County standards and be complete upon submittal to avoid unnecessary review delays?

Understanding of site conditions: If applicable, has the consultant visited your property and accounted for its specific site features and environmental conditions?

Alignment with project goals: Does the consultant understand your overall project objectives and how they relate to County requirements?

Communication and coordination: How will the consultant keep you informed and coordinate with other professionals involved in your project?

Experience and references: Can the consultant provide examples of similar projects they've worked on?

Scope and fees: Does the proposal clearly outline the work to be performed, consultant fees, and any additional fees they may assess if project scope changes? Taking time to ask these questions before you hire can help ensure your application moves through review as efficiently as possible.

Licensing and insurance: Does the consultant maintain current professional credentials and appropriate insurance coverage?
