INMATE VISITATION
On-site and remote (off-site) video visiting is available to friends, family, and others via the internet. This video visit may be conducted with any high-speed internet connection with an available camera, speakers, & microphone.
To schedule an inmate visit, please go to
www.smartinmate.com, or use the lobby kiosk in jail reception to register and schedule an appointment. The lobby kiosk is open Monday through Friday from 8:00 am to 4:00 pm but is closed on holidays.
Inmate visitation is a privilege and may be denied for disciplinary reasons or operational necessity.
Available visiting times vary throughout the facility, depending on classification and housing unit. Inmates are responsible for communicating their allowed visit times to prospective visitors. Inmates will not be permitted to visit during their lockdown time.
No cell phones, food, or drink are allowed in the visiting area.
Minors are allowed to visit if they are accompanied by a
parent or legal guardian. Minors are not permitted to register for visitation.
Entry to the corrections facility is made off Cline Street into the back parking lot behind the courthouse. As you enter the parking lot, the new jail entrance is to the right, next to the work release building.
VISITATION RULES
1. Visitors should be present
in the reception lobby at least (10) minutes before the scheduled visiting times.
2. Visiting privileges may be suspended for reasons of security and safety, bad conduct, or other reasons set out below.
3. Visitation is on a first-come, first-served basis.
4. Visitors must be attired properly to enter the jail or conduct a remote visit; tank tops, short shorts, and short revealing clothing will not be allowed.
5. Searing, horseplay, loud conduct, or any other disruptive behavior will result in the termination of your visit.
6. You will be required to leave the visiting area promptly at the end of your visiting period. Failure to leave promptly may result in loss of future visits.
7. If a visitor who is signed up to see an inmate is denied access to the visiting area for any reason, the inmate will be notified of the visitor's name and the reason for denial.
8. Letters, messages, or correspondence of any type will not be delivered to visitors through reception. Exceptions are for releasing the excess property.
9. It is the responsibility of an inmate to inform their visitors of the visiting schedule and the necessity of making an appointment to visit.
10. Minors may visit if accompanied by a parent or guardian.
Minors are not permitted to register as visitors.

ATTORNEY / CLERGY VISITATION
Individual clergy visits will be conducted in the public visiting area or via a privileged electronic visitation account. Accounts can be requested here:

Attorneys wishing to communicate electronically with clients may create a privileged account at
www.smartinmate.com.
Prospective professional visitors will be required to provide a copy of their professional license, bar card, or ordination certification as part of the registration process.
Privileged accounts must register each individual connection as one of the following selections.

PHONE CALLS
Inmate Calls
All phone calls placed by inmates are collect or by pre-paid debit. Inmates have access to phones in their housing units and may make calls anytime they are out of their cell and not involved in other activities such as meals, court, etc. Inmates may not receive incoming calls.
Phone Call Rules
To communicate with an inmate, you must have a touch-tone phone that emits a tone when the buttons are depressed. The inmate telephone system is programmed to not allow 3-way calls; this is done to help prevent an inmate from contacting a victim. The phone system is alert to many ways in which people try to circumvent the detection of a 3-way call. Consequently, your call may be disconnected if you do any of the following:
- attempt to make a 3-way call
- transfer the call
- put the call on hold
- use or answer call waiting
- press numbers on the touch-tone pad during the call
- stop your conversation for any length of time (a period of silence may cause a disconnect)
Pre-Pay Inmate Phone Accounts
Kitsap County inmate phone services are provided by
Smart Communications. In some cases, pre-pay accounts must be set up to receive calls from Kitsap County Jail. This is true for individuals who use cell phones or whose home telephone provider uses cable or digital technology to which Smart Communications is unable to bill directly.
