County Code Amendments

The Kitsap County Code update process is designed to ensure interested parties can stay informed.  The Department of Community Development accepts ideas from interested parties for updates to Kitsap County Code at any time.  Ideas are cataloged and will be assessed on an annual basis.  The Department works with the Board of County Commissioners to select which ideas move forward as code update projects.

Update the County Zoning Map by a Site Specific Map Amendment or Rezone


Site-Specific Map Amendment

On an annual basis, Kitsap County may consider changes to its Comprehensive Plan Land Use Map. The process of "docketing suggested amendments" is outlined in KCC 21.08. These changes may be initiated by the County or by the public.

Only once annually, the Department of Community Development will make a recommendation for suggested site-specific map amendments on the docket. The Board of Commissioners decides which reclassifications requests should proceed for review. The Board is not required to consider any requests.

To be considered, site-specific map amendments should be compliant with the Washington State Growth Management Act, and consistent with Kitsap County's Comprehensive Plan Goals, Policies, and strategies.

Rezone

A rezone changes the zoning classification of a parcel but does not require an amendment to the Kitsap County Comprehensive Plan. 

Rezone applications can be submitted at any time and review is guided by Kitsap County Code Title 21, Chapter 21.04.230. 

To apply for a rezone, enter the Permit Application Portal.

  • Create an account in the permit application portal
  • Select "New Submission"
  • Choose Planning & Zoning to apply for a Rezone Request.

It's important to know that a "site-specific map amendment" and a "re-zone" are not the same thing.
