Commission on Children and Youth Advisory Board
BOARD FUNCTION/PURPOSE
The
20 members of the Kitsap County Commission on Children and Youth Advisory Board
are volunteers from throughout the county appointed by the Board of County
Commissioners for three-year terms. They represent health and social services,
law and justice, military, education, parks and recreation, business, youth and
the general community. The Commission also serves as an advisory board to
the Kitsap County Board of Commissioners, and the Local Public Health and Safety
Network.
The Youth Commission's charge is to:
Advise County Commissioners and residents on the needs of children, youth and families based on periodic assessments;
Facilitate coordination of information among agencies to maximize resources; and to
Advocate for an environment that fosters healthy, self-sufficient, responsible and productive children, youth, and families.
The key focus areas the Youth Commission has targeted include:
- Child Abuse and Neglect
- Youth Substance Abuse
- Youth Engagement/Drop-Out Intervention
- Youth Violence
Background
In 1992, as a step towards improving state services for children, Washington State lawmakers officially established the Family Policy Council, charged with making social programs and policies more responsive to the needs of families. Community Public Policy Health and Safety Networks were established by the Legislature in 1994 - using Family Policy Principles - as a way to give communities a larger role by tackling their own social problems. The Commission on Children and Youth became the local Community Public Health and Safety Network for Kitsap County in August of 2000. The Youth Commission supports activities that increase the capacity for the community to build developmental assets among youth.

Public Comment
Members of the public wishing to comment during designated public comment periods may do so through the following options. Each member of the public is limited to three minutes of Internet, call-in, or written comments. At the discretion of the Chair, a public comment that is overly repetitive or inappropriate (vulgar, disruptive, etc.) will be ended.
Internet Users: Please click on the raise hand feature in Zoom. The sound will be unmuted, and the Internet participant should announce their name. The participant will be called upon to speak at the designated time.
Call-In Users: Callers will be unmuted one at a time and asked whether the caller wishes to offer public comment. The last four digits of the call-in number will be announced, and call-in participants should announce their first and last name before speaking.
Written Comments: Written comments will be read during the public comment period if submitted to lhyde@kitsap.gov by 12:00 p.m. the day before the meeting. Comments read are limited to three minutes. To ensure written public comments are read at the proper meeting, a written statement should include: the date of the meeting the written comments are intended for; participant's first and last name; and agenda item and/or subject the written comments refer to.
