Volunteers Needed for Kitsap County Severe Weather Shelters

Volunteers are needed to help the Kitsap County Severe Weather Shelters to provide safe warm beds to stay overnight for people in need during severe weather events Nov 1 - Mar 31. Volunteers are needed to help operate the shelters by filling shifts in the evening and overnight. All volunteers must complete a volunteer application, pass a background check, and receive training for both Shelter Operation and Site Specific trainings. Learn more here.


Housing & Homelessness 2023 Annual Report

The 2023 Annual Report for the Kitsap County Housing & Homelessness Division has been released. This report details how the Housing & Homelessness Division works to make homelessness rare, brief, and one-time, accomplishments for the year, how funds are invested, and an overview of the Homeless Crisis Response System performance. In addition this report includes a COVID-19 Pandemic Response update highlighting the changing role and accomplishments of the division during the pandemic.



2024 Kitsap County Point-in-Time Count Updates

The Point-in-Time Count (PIT Count) is an annual survey which gathers information about people experiencing homelessness during a 24-hour period.  This year the PIT Count was conducted at the end of January by volunteers surveying across many locations in Kitsap County.  View the 2024 Point-in Time Count Overview - Preliminary Data (.pdf) report and visit the Point-in-Time Count page for more information about this annual count.

Pacific Building Shelter Project Updates

Construction is underway as of March 2024 to repurpose and rennovate the Pacific Building, located at 4459 SE Mile Hill Drive in Port Orchard, into a shelter for unhoused individuals and families. View the Pacific Building Shelter Project page for details and updated on construction progress on the building. The shelter is expected to open in November 2024.

Kitsap County has posted funding awards for 2024 Homeless Housing Grant Program (HHGP) and Affordable Housing Grant Program (AHGP). More information, including the awarded amounts, is available here.

Affordable Housing Report

Kitsap County is pleased to announce the release of the City of Bremerton & Kitsap County Affordable Housing Recommendations Report, March 2020, prepared by ECONorthwest. In response to the affordable housing challenges facing many Kitsap County residents, the County and City of Bremerton partnered to have a study completed to better understand housing affordability issues. The report includes key findings and recommendations to encourage and support the development of more housing to meet residents’ needs. To view the report and appendices click on the links below.

COVID-19 Guidance to Homeless Service Providers

2019 Update to Kitsap Homeless Crisis Response and Housing Plan – Plan Approved by Commissioners

In the 2018 legislative session, Washington lawmakers passed new legislation that directed the Department of Commerce to issue specific guidelines to counties for updates to each county’s homeless housing plan. County plans that respond to these guidelines must be approved by their legislative body no later than December 1, 2019. The Kitsap County Board of County Commissioners approved the 2019 Homeless Crisis Response Plan Update on Nov 25th, 2019.  Kitsap County updated this plan in 2018 with extensive community input. It is already substantially in compliance with the Commerce Guidelines. Because of these factors and the short timeframe to complete an update, the decision was made to make only minor updates to the existing Plan in the Action Plan – Detail Matrix, and to add Appendix D and Appendix E which directly respond to Commerce’s required elements.

The Housing and Homelessness Division will be working with the Kitsap Housing and Homelessness Coalition to implement this strategy plan over the next 3-5 years.
