Overview
A boundary line adjustment (BLA) is a process that allows property owners to move or adjust lot lines between neighboring properties without creating additional lots. State subdivision law does not apply to BLAs [RCW 58.17.040(6)], and counties regulate BLAs through their local codes. 

At present, Kitsap County is the only county in Washington that does not have a dedicated BLA code. This has led to problems such as the creation of nonconforming lots, attempts to use BLAs to avoid subdivision requirements, lack of proper access to adjusted parcels, and adjustments made across public
rights-of-way or jurisdictional boundaries. These issues create inconsistent outcomes, conflicts with existingregulations and plans, and difficulties for current and future property owners.



To address these challenges, Kitsap County is developing a BLA code that establishes clear and consistent application and review standards. A dedicated BLA code will prevent misuse of the process, ensure that properties remain compliant with zoning and access requirements, and will align with state law. It will also give property owners a predictable, fair, and authorized way to adjust property lines, while protecting the public interest.​
