The Kitsap County Road Maintenance and Operation Division maintains and preserves over 900 miles of roadway in unincorporated Kitsap County.
The county is divided into three road maintenance districts—North, Central and South. Each district has experienced staff and necessary resources to make sure our roads are safe for travel.

The Division also maintains structures that lie within the county Right of Way that support the roadway. These structures include roadside shoulders,
ditches and culverts, sidewalks, guardrails, bulkheads and seawalls, and bridges.

PROGRAMS
Pavement Preservation Program (P3)
The P3 program uses PMS (Pavement Management System) computer analysis, hands-on experience, and information from stakeholder groups to develop a multi-year plan identifying targeted roads and type of surface preservation treatment required. Treatments are identified by priority programming procedures and asset needs determined by roadway usage, function and performance.

Vegetation management within County-maintained rights-of-way improves sight distance, prevents drainage issues, and removes trees posing a threat to driver and pedestrian safety.
The County provides an "Owner Will Maintain" program to residents who prefer to maintain their own landscaping in the Right of Way. Follow the links below to the procedure, policy and application form for this program.
Herbicide Spraying
Herbicide spraying is part of the County’s Integrated Vegetation Management Program. All County personnel that apply herbicides are certified through the Washington State Department of Agriculture. Road maintenance crews apply herbicides in the county right of way in April, May and June (weather dependent).
Kitsap County uses one or more of the following herbicide products: Cheetah Pro (Glufosinate Ammonium), Esplanade (Indaziflam), Frequency (Topramezone), Telar (Chlorsulfuron), and Liberate (Lecithin).
Kitsap County will not use Glyphosate products as part of the herbicide application program. View Resolution to discontinue use of Glyphosate.

Snow and Ice Removal Program
During winter snow and ice events, County crews clear County maintained roads using priorities established in the snow and ice control policy.

The Department of Public Works Road Maintenance and Stormwater Divisions coordinate a street-sweeping program called
Green Sweep. The program focuses on pollutant removal and water-quality enhancement.
